I actually did a report on this last year! The substance is called perfluorocarbon and because of its unique nature, it can hold enough oxygen inside of it for you to breathe it. You can breathe safely while inside it, but sometimes the transition from breathing in the perfluorocarbon and the air can be painful or uncomfortable as your lungs try to push the liquid out of them. In Dan Brown’s book The Lost Symbol, the process of reverting back to breathing the air can feel like being birthed.

This liquid is used in modern torture. It is similar to water boarding. A victim is placed in a small completely dark box. The box is then filled with the liquid. The victim thinks they are drowning as they breath the liquid in. Most pass out from fear at this point or they just sit there in the liquid in pitch black, apparently breathing ‘water’. Often it leads to the thought that they are in fact dead. It is completely terrifying. Then the box is opened and they are violently pulled from it. As said before the transition from liquid to air is none too pleasant. You might be told something like, they resuscitated you and to tell them what you know or they will “drown” you again.

This liquid was used in the film The Abyss. From what I’ve read online the actor who wore the suit filled with this actually did. He wasn’t just acting, he breathed this liquid. In the movie it allowed him to dive two miles underwater and the liquid prevented the water pressure from crushing him.
First off, Hannibal doesn’t rape. He’ll do some fucked up shit, but he doesn’t rape. He can make a guy eat his own face, but he doesn’t do sexual assault.
So no. A very firm no. Just. No.
The Big Thing with Hannibal is he’s all about Will doing things of his own free will because he wants to do them. Yeah, Hannibal can give him a nudge in the direction he’d like Will to go, but it’s up to Will to do The Thing (whatever that thing is) on his own.
Hannibal doesn’t want a toy. He doesn’t want a play thing. He’s had those. He wants someone who will keep surprising him, keep being unpredictable, who will be his partner, his equal – which is why he loves Will, he’s someone who keeps Hannibal on his toes. He can’t have that if he’s controlling Will.
It’s why Hannibal was heartbroken in the season 2 finale. Will was finally on even footing with him, was his equal, was his murder husband, was the Morticia to his Gomez, and then he finds out it was all a lie (he thinks) and it breaks his heart.
All of this isn’t to say Hannibal wouldn’t be able to get off from murder/violence, which is a completely different thing (ie, Will kills someone, Hannibal’s gonna be having one major zipper-busting boner).
Now, for fanfic purposes, you can do whatever you want. You can have Hannibal fuck a dragon. You do you. It’s fanfic.
If you want it to be in character then 1 and 2 are out.
Another option, which I think would fit Hannibal’s character if he did have the power to control Will bodily, is to set Will up in that perfect moment before an action – ex: have Hannibal make Will hold a knife to Hannibal’s throat. It’s that moment where if Will pushes he can kill Hannibal or he can pull back and let Hannibal live. The decision is ultimately Will’s, Hannibal’s just setting the table.
